The minimum acceptable bids for the land are the values indicated above. 3. The parcel will be sold to the high bidder of that parcel. However, the current lessee of the parcel shall retain the option to exercise their preference right for purchase by matching the high bid for that parcel. If that right is exercised, the lessee will be deemed the purchaser of the parcel. If the preference right is not exercised, the high bidder shall be deemed to be the purchaser. The high bidder will be responsible to pay the lessee for the value of improvements located on the property. 4. No. 28251 REQUEST FOR PROPOSAL ARCHITECTURAL AND ENGINEERING SERVICES The City of Kalispell has been awarded a federal Community Development Block Grant (CDBG) in the amount of $30,000 by the Montana Department of Commerce (DOC) for the rehabilitation of the existing Samaritan House administrative facility (the Armory), and the new construction of 16 units of multifamily housing for families with children at risk of homelessness or emerging from homeless status on the current campus (124 9th Avenue West in Kalispell). The Samaritan house Inc., as subrecipient of the CDBG grant funding is soliciting Firm-Fixed Price proposals for the architectural and engineering services to complete a Preliminary Architectural Report (PAR) according to all applicable Community Development Block Grant/Planning (CDBG) funding requirements, and the architectural and engineering services to assist SH in designing, preparing bid documents and providing construction phase services for this project in compliance with all applicable funding requirements to be determined and in compliance with all applicable requirements under the Montana CDBG Program. SECTION 3 PUBLIC NOTICE: CDBG regulations governing the grant require that to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized. Disadvantaged, Minority Owned and Women Owned businesses are encouraged to apply.
