Application for Designation as an Eligible Telecommunications Carrier REGULATORY DIVISION DOCKET NO. 2021.01.006 NOTICE OF APPLICATION AND INTERVENTION DEADLINE On January 5, 2021, Blackfoot Telephone Cooperative, Inc. ("BTC") filed with the Montana Public Service Commission ("Commission") its Application for Designation as an Eligible Telecommunications Carrier ("Application"). BTS is a rural, Incumbent Local Exchange Carrier and an eligible telecommunications carrier headquartered in Missoula, Montana. BTC was selected by the Federal Communications Commission as a winning bidder in the Rural Digital Opportunity Fund ("RDOF") auction to provide fiber-based broadband and voice-over-internet-protocol service in five counties across Montana. BTC assigned its winning bid to its wholly-owned subsidiary, Blackfoot Communications, Inc. ("Blackfoot"). Blackfoot's receipt of approximately $12 million in RDOF support over ten years is contingent upon receiving designation as an eligible telecommunications carrier ("ETC") from the Commission by June 7, 2021. Blackfoot requested expedited consideration of its Application. Counties to be served by Blackfoot include: Deer Lodge, Granite, Lake, Missoula, and Ravalli. On March 20, 2020, the Commission issued a Notice of Operational Changes in Response to Coronavirus ("Notice").
