The Water Protection Bureau has prepared draft permits for the facilities listed below. Copies of the draft permits, fact sheets, and environmental assessments are available upon request from the Water Protection Bureau or on the Department's website www.deq.mt.gov. APPLICANT INFORMATION APPLICANT NAME: Choteau Water Resource Recovery Facility FACILITY NAME: City of Choteau FACILITY LOCATION: 38 First Ave NW Choteau, MT 59422 RECEIVING WATER: Unnamed drainage ditch to the Teton River OUTFALL: Outfall 001, 47.795173 N, 112.178294 W PERMIT NUMBER: MT0020052 The Montana Department of Environmental Quality (DEQ) proposes to renew the Montana Pollutant Discharge Elimination System permit for the Choteau Water Resource Recovery Facility five-year cycle. Choteau treats wastewater with an extended aeration, activated sludge, and oxidation ditch. The facility is classified as a minor publicly owned treatment works with a design flow of 0.48 million gallons per day. DEQ is proposing to carry forward the 2010-permit limits. APPLICANT INFORMATION APPLICANT NAME: John Collins FACILITY NAME: Collin Pool House FACILITY LOCATION: 3080 East Lakeshore Drive Whitefish, Montana PERMIT NUMBER: MT0031658 The discharge is from an existing open-end heat exchange system that withdraws water from Whitefish Lake and uses it for heating or cooling purposes. The system employs a once through cooling and heating water loop and does not inject or use any chemical controls. APPLICANT INFORMATION APPLICANT NAME: Sanders County Sewer District at Paradise FACILITY NAME: Paradise Wastewater Treatment Facility FACILITY LOCATION: Northwest of the Town of Paradise RECEIVING WATER: Outfall 001 - Class I Ground Water PERMIT NUMBER: MTX000261 A determination has been made by DEQ to issue a new Montana Ground Water Pollution Control System (MGWPCS) permit to Sanders County Sewer District at Paradise for the proposed Paradise Wastewater Treatment Facility. The facility will be a new centralized system that collects, treats, and disposes of community wastewaters. This system will replace existing on-site household systems that have either substandard treatment and/or disposal systems such as cesspools. The Sewer District was established after the Town's public water supply wells were determined to be susceptible (very high rating) to contamination from the nearby existing household discharges. This permitting action will help mitigate this threat by abandoning the nearby household systems, and relocating the wastewater discharge further away and downgradient from the Town's water supply. The centralized community system will have Level 2 wastewater treatment resulting in an overall net-reduction of nitrogen. In addition, the proposed subsurface wastewater infiltration system is designed to mitigate the transport of pathogenic bacteria resulting in a net-benefit to public health. The proposed MGWPCS permit authorizes the discharge of treated wastewater into Class I ground water.
