Each lot, tract, or parcel within the RSID boundary shall be assessed either 80% of the costs of Improvements for proposed sidewalks or 20% of the costs of Improvements for existing sidewalks. Each lot, tract, or parcel of land in the district abutting upon the street where the improvement has been made will then be assessed in proportion to its linear feet abutting the street.
