A water collection sump discharges through Outfall 002 and a drainage sump discharges through Outfall 003. The discharges through Outfalls 002 and 003 are treated by permanently installed oil skimmers prior to discharge. No effluent limits are applied to the discharges from Outfalls 002 and 003, but the discharges are monitored for flow, pH, temperature and oil and grease. Outfalls 004A, 004B, 004C and 004D discharge non-contact, generator cooling water. No effluent limits are applied to the non-contact, generator cooling water discharges, but each discharge is monitored for flow and temperature continuously. NorthWestern seeks to increase its propane supply rate from the currently authorized $0.868 per therm to $1.153 per therm, to reflect the current propane supply contract prices, as well as costs associated with propane plant usage and carrying costs. NorthWestern also requests approval to extinguish the current Unreflected Propane Supply Cost Account balance, which is comprised of an under-collection of $49,688 and an over-collection of ($50,136), for a net over-collected balance of ($448). NorthWestern proposes to amortize and return this balance to customers over the 2021 accounting period, based on its 12-month forecasted load. If both requests are approved, NorthWestern estimates that the typical residential customer's monthly bill, using 55 therms per month, would increase on average $15.28 per month.
