NorthWestern proposes to increase the rates it charges to fund its Universal System Benefits ("USB") program by 16.61%, or approximately $0.15 per month for the average residential customer. NorthWestern asserts that the proposed rates will true-up its over-collection of USB charges in 2021 and the remaining balance of its over-collection from 2020, while also funding its planned 2022 USB expenditures and satisfying the statutory minimum USB funding level.
