No. 28711 Service Date: June 17, 2022 DEPARTMENT OF PUBLIC SERVICE REGULATION BEFORE THE PUBLIC SERVICE COMMISSION OF THE STATE OF MONTANA IN THE MATTER OF NorthWestern Energy's Application for an Advanced Metering Opt-Out Tariff REGULATORY DIVISION DOCKET NO. 2022.06.067 NOTICE OF APPLICATION AND INTERVENTION DEADLINE On June 9th, 2022, NorthWestern Energy ("NorthWestern"), filed with the Montana Public Service Commission ("Commission") its Application for Approval of an Advanced Metering Opt-Out Tariff ("Application"). NorthWestern implemented its Montana Meter Upgrade Project ("Project") in 2021 and submits its proposed opt-out program and tariff for approval in compliance with ARM 38.5.2603. In the ongoing Project, NorthWestern currently installs meters with a secure two-way communication solution that is read by a fixed wireless network providing timely and on-demand data. For customers who wish to opt out from the secure two-way communication meters, NorthWestern will install a new non-communicating meter, in which the meter does not use radio waves or the internet to communicate with NorthWestern. NorthWestern's opt-out tariffs are proposed to be incorporated into NorthWestern's existing Rule No. 9 for both electric and natural gas services. The key provisions of NorthWestern's out-out program include: * The ability of a customer to opt out of the advanced meter being installed by NorthWestern for an upfront fee of $75 per service. * Customers who opt out may choose to have NorthWestern read their non-communicating meter for $15 per month or self-read the meter for $5 per month. * Various acts of misconduct or failure to act in a timely manner will disqualify customers from the self-read option or the opt-out program altogether. NorthWestern notes that the fees that it proposes do not fully capture what it believes to be the actual costs, but reflect the industry standard rates for opt-out services. It proposes that it will capture the difference between the costs for installation of non-communicating meters and the fees customers who opt out pay in its rates in future dockets.
