The County seeks a system that will provide the ability to levy taxes and fees to a variety of account types (mobile homes, personal property, real estate), collect and disperse said fees in accordance with MCA. The system must be able to allow for taxation data to be extracted for importation into a separate accounting software system. Common cyclical functions include, but are not limited to the following: Mass tax bill processing and additions to the roll Identification of properties within the various tax increment finance districts Listing of delinquent taxpayers and subsequent Delinquent Courtesy letters Creation of New and Expanding industry report data Writs of execution and Sheriff office demand letters Notices of pending attachments Creation of tax lien certificates, tax lien assignments, and certificates of redemption State Report used by DOR for the generation of the Certification of Value documents The capability of resolving all protests including centrally assessed. The system should allow for the ability of external parties to submit fees to the county for inclusion on the tax bills. Likewise, the system should be able to provide the necessary reports needed for the Flathead County staff to extract the needed data for dissemination to external entities. The system should allow for the creation of Cash Receipts and should allow for a 'cash drawer' concept with regards to individual employee balancing and conducting of daily business. Cash receipting would include for example Special Mobiles, SSMP's, and Business/Liquor Licenses. The system should allow for a mechanism to allow changes in property ownership, combining parcels, splitting parcels, and tracking these changes daily. Nightly reports showing the before and after images of such changes is needed to ensure accurate data entry and to provide a history of documentation for such changes. Tracking should include: Owner name (any parties included in parcel ownership including contract buyers) Mailing Address and Physical address. Please note: The physical address must be programmatically updated via external interface. Physical addresses in Flathead County are the responsibility of the GIS department and maintained in their separate system. Legal description records of the property Valuation records (Real Estate, Personal Property on Real Estate, Mobile Home, and Personal Property). These valuation records may be entered into the system by on-site personnel, DOR staff, or imported through the State Orion system. System should allow for external, programmatic inquiries sufficient in scope that Flathead County may continue to provide their own method of allowing taxpayers to pay taxes online via either Credit Card or ACH payments. A mechanism must exist that these payments will then be included or imported into the application and recognized as payments. System should be installable on Flathead County I.T. on-site infrastructure, which meets our security requirements. If system offered is a cloud-hosted Software as a Service solution, the system shall meet the security standards of Flathead County as well as NIST SP 800-53, at minimum. The vendor shall meet the cybersecurity insurance requirement minimum of $2,000,000 per occurrence to cover the unauthorized acquisition of personal information.
