No. 28872 DEPARTMENT OF PUBLIC SERVICE REGULATION BEFORE THE PUBLIC SERVICE COMMISSION OF THE STATE OF MONTANA In re NorthWestern Energy's Bonneville Power Administration Residential Exchange Credit Filing Docket 2022.08.081 September 1, 2022 Notice of Filing and Opportunity to Comment The Northwest Power Act of 1980 established the Residential Exchange Program so that residential and small farm customers in the Pacific Northwest receive benefits from low-cost power provided by the Federal Columbia River Power System, as operated by the Bonneville Power Administration ("BPA"). This benefit includes an annual credit that customers of NorthWestern Energy ("NorthWestern") receive from the BPA towards their monthly bill. PLEASE TAKE NOTICE that on August 22, 2022, NorthWestern asked the Montana Public Service Commission ("Commission") to decrease its BPA Residential Exchange Program Credit ("BPA Credit") to reflect the current level of benefits that it will receive from BPA for the fiscal year beginning October 1, 2022. NorthWestern proposes that the rate change coincide with this date and begin on October 1, 2022. In July 2021, BPA notified NorthWestern that the BPA Credit amount would decrease from $6,133,658 to $4,150,054 for fiscal years 2022 and 2023. Subsequently, in August 2021, BPA provided a revised schedule for the credit, changing the amount NorthWestern receives for these fiscal years to $4,598,952. Due to the decrease in the credit, NorthWestern proposes to raise rates for residential, general service secondary, irrigation, and lighting customers by $0.000029 per kilowatt-hour. If approved, a typical residential customer using 750 kilowatt-hours per month would experience an increased bill of $0.02 per month or $0.24 per year.
