No. 29683 Hideaway Court Wastewater Improvements Project Request for Qualifications for Engineering Services Issue Date: August 25, 2023 Reply Due Date: September 8, 2023 at 4:00pm Introduction: The Hideaway Community County Water and Sewer District (HCCWSD) is requesting qualifications for engineering services for the Hideaway Court wastewater improvement project near Columbia Falls, Montana. HCCWSD has been awarded a state Montana Coal Endowment Program (MCEP) grant by the Montana Department of Commerce (MDOC) and a state Renewable Resource Grant and Loan (RRGL) grant by the Montana Department of Natural Resources & Conversation (DNRC). In addition, HCCWSD will obtain loan funding through the Water Pollution Control State Revolving Fund (WPCSRF). The project is intended to create a single public wastewater system for the community. The new system would consist of dual septic tanks, a Level 2 treatment system and drainfield, and gravity sewer mains. Location & Site Status: The project is located at 3825 MT Hwy 40 West, approximately 4.5 miles east of the town of Columbia Falls and 2.60 miles east of the intersection of MT Hwy 40 and US Highway 93, on the north side of MT Hwy 40. The 8.49-acre property is recorded with Flathead County as Certificate of Survey 22055. Hideaway Court is a Resident Owned Community (ROC) on a single land parcel owned by Hideaway Court LLC, a small, affordable-housing mobile home community consisting of 30 leasable lots for mobile homes. The individual mobile home units are tenant owned. There are no municipal wastewater and water services in the vicinity of the property. Water and wastewater services have historically been provided by an on-site public water system and five septic systems. According to Flathead County records, the property’s septic systems range in age from 35 to at least 43 years old, all beyond their expected useful life. In 2018, the residents of the Hideaway Court community, with the assistance of NeighborWorks Montana, formed a nonprofit cooperative and collectively purchased the property. With the purchase, the cooperative acquired the private water and wastewater systems that serve the community. In March 2022, the residents formed the HCCWSD to facilitate ongoing operations and maintenance of the water and sewer systems. A Preliminary Engineering Report was prepared identifying a preferred alternative and project budget for wastewater system improvements. The project will pump and remove or abandon the five old and/or failing multi-user septic systems and replace them with new collection mains and one new Level 2 wastewater treatment system and drainfield. This will be subject to public system regulations with discharge less than 5,000 gallons per day. To support the costs of these improvements, HCCWSD received MCEP and RRGL grant funding and will receive WPCSRF loan funding. The selected consultant must be familiar with these agencies and their requirements. Full funding through these programs has been awarded. Copies of the property conditions report and the MCEP and RRGL applications are available upon request. Scope of Services: The selected consultant’s scope of services will include: • Complete final designs and specifications for the project including a bid package, draft contract, addenda (if necessary), and bid forms. • Conduct construction procurement per funding regulations and requirements, including but not limited to bid advertisement, pre-bid meeting and site walkthrough (if necessary), bid opening, review and summary of bids, assistance with contractor selection, conducting a pre-construction conference, and issuance of the final contract. • Ensure compliance with procurement requirements related to Minority Business Enterprise, Disadvantaged Business Enterprises, and Davis-Bacon Labor Standards per funding requirements. • Provide construction administration services, including but not limited to site visits and correspondence required by the Authority Having Jurisdiction (AHJ), along with processing of RFIs, review of submittals, review and recommendation of change orders, review and approval of contractor’s pay applications, site field reports, etc. • Complete on-site observation of construction work and prepare reports. • Coordinate permitting with AHJ and the Montana Department of Environmental Quality (MDEQ), as necessary. • Monitor construction activities to ensure work is being completed in accordance with project specifications. • Ensure compliance with MCEP, RRGL, and WPCSRF regulations and requirements. • Act as liaison throughout the project with MDEQ and other regulatory agencies. • Conduct final inspection and testing. • Prepare a final completion report for MDEQ and funding agencies. • Provide reproducible plan drawings to the HCCWSD and appropriate agencies upon project completion. • Prepare an operation and maintenance manual.
