No. 29286 CITY OF WHITEFISH, MONTANA REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR THE COMMUNITY HOUSING DEVELOPMENT AND FINANCING PLAN The City of Whitefish, Montana, is seeking statements of qualifications from experienced firms to complete the Community Housing Development Plan and the Community Housing Financing Plan identified in the City’s recently adopted Whitefish Community Housing Roadmap. The Community Housing Development Plan outlines the development of prioritized public, institutional, nonprofit, and other lands specifying the type, scale, timing, resources, partners, and financing. The Community Housing Financing plan considers the financing of all prioritized strategies in the Whitefish Community Housing Roadmap including public/private developments (as defined in the community housing development plan), identifies the specific source of funds (federal, state, and local), fund uses, estimated amounts, timing, partners/staff/contractors, and the steps needed to acquire such funding. The creation of these plans shall cover a five-to-ten-year period and will require transparency, clarity, and community input. City staff, the Whitefish Community Housing Committee, the Whitefish Housing Authority, Housing Whitefish, and other possible community partners, will need to play a significant role in the development of both plans. The Kila School Board of Trustees estimates the following increase/decreases in revenues and mills for the funds noted below for the next school fiscal year beginning July 1, 2023, using certified taxable valuations from the current school fiscal year as provided by the district.  Building Reserve Fund. Estimated change in revenues: $ 760.00 increase. Estimated change in Mills: increase 19 mills. Estimated impact on a home of $100,000 is $ 0.25 increase and on a home of $200,000 a $0.50 increase.  Transportation Fund. Estimated change in revenues: $ 4,678.00 increase. Estimated change in Mills: increase 1.14 mills. Estimated impact on a home of $100,000 is $1.55 increase and on a home of $200,000 a $3.09 increase.  Tuition Fund.
