No. 29412 DEPARTMENT OF PUBLIC SERVICE REGULATION BEFORE THE PUBLIC SERVICE COMMISSION OF THE STATE OF MONTANA In re Flathead Utility Company, Inc.’s Application for Initial Rates and for Rate Increases Docket 2023.03.024 May 1, 2023 Notice of Application and Intervention Deadline On March 26, 2023, Flathead Utility Company, Inc. (“FLT”) filed with the Montana Public Service Commission (“Commission”) an application for initial rates and for rate increases. On April 11, 2023, FLT amended its application (“Amended Application” or “filing”). FLT currently provides water/sewer services to residents in the following subdivisions near Kalispell, Montana: Country Estates (PWSID: MT0002846); Country View Estates; Valley View Estates; Royal Reserve Condos; Hilltop Terrace Units 1 & 2 (PWSID: MT0001922); and Ashley Trail Subdivision (PWSID: MT0004945). FLT’s water/sewer facilities are comprised of three distinct systems: (1) Country Estates; (2) Hilltop Terrace; and (3) Ashley Trail. The Country Estates system serves the following subdivisions: Country Estates; Country View Estates; Valley Views Estates; and Royal Reserve Condos. The Hilltop Terrace system serves the Hilltop Terrace Units 1 & 2 subdivision. The Ashley Trail system serves the Ashley Trail subdivision. In its Amended Application, FLT proposes to establish initial rates for the Ashely Trail system. The proposed initial rate is $60 per month, which, according to the Amended Application, is the rate currently paid by consumers served by the Ashley Trail system. FLT also proposes to increase its monthly rate for the Country Estates system to a flat $30.00 per month, which would be an average annual proposed increase of 18%. It further proposes to increase its monthly rate for the Hilltop Terrace system to a flat $29.00 per month, which would be an average annual proposed increase of 15%.
