No. 29423 CITY OF COLUMBIA FALLS NOTICE OF PUBLIC HEARING – MAY 15, 2023 CONSIDERATION OF ANIMAL CONFLICT PREVENTION MEASURES On Monday May 15, 2023 during the 7:00 p.m. regular council meeting, the City Council of the City of Columbia Falls, shall conduct a public hearing for the purpose of discussing animal control prevention measures. Last year due to the significant increase in bear activity within the City, the Council enacted an emergency ordinance defining preventative measures that applied to all residences and businesses within the City to reduce animal encounters. The measures included securing or storing garbage and attractants inside, storing bird feeders and domestic animal food inside at night, securing chicken coops and storing other attractants. In addition to the emergency ordinance, the City also helped push out the “Bear Aware” program. Fish, Wildlife and Parks reported a reduction in bear conflicts after these measures were put in place. City Council is now reviewing the emergency ordinance and evaluating whether a permanent ordinance or policy should be adopted to continue the preventative measures started last year. City Council is encouraging residents and business owners to attend the hearing. No. 29427 FINDING OF NO SIGNIFICANT IMPACT TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS As required by state and federal rules for determining whether an Environmental Impact Statement is necessary, an environmental review has been performed on the proposed action: Project – City of Kalispell Grandview Lift Station and Four Mile Drive Force Main Located in Kalispell Montana, Project Number WPCSRF Project # C302282, Total Cost $8,582,837 The City of Kalispell, through a June 2019 Wastewater Facility Plan Update (WWFPU) prepared by AE2S, the WGM Group, and Streamline AM, analyzed the existing wastewater collection and treatment systems to prioritize both near- and long-term system upgrades. One recommendation from the WWFPU was to replace the existing Lift Station # 3 (Grandview Lift Station) and redirect the pumped sewage, via a new force main, to the City’s West Side Interceptor (WSI) sewer. The Grandview Lift Station was constructed in 1970. The existing lift station is a wet well/dry well design with the pumps located in a below-grade vault separate from the wet well. The lift station is nearing the end of its design life with increasing maintenance needs and associated costs. The lift station’s design pumping capacity of 860 gallons per minute (gpm) is exceeded during wet weather flows which exceed 1,000 gpm and there is still the need for additional capacity to serve expected reasonable community growth. To address these deficiencies the City will construct a new submersible lift station on the same parcel as the existing Grandview Lift Station. The submersible lift station will have valves and pump controls located in a structure at ground level and the pumps will be retrievable from the surface using guiderails and a hoist. This will provide a safer work environment for City personnel and eliminate the hazards of a confined space. The lift station will have a design pumping capacity of 1,200 gpm to adequately handle current and future flows and will be constructed according to the current DEQ and City of Kalispell design standards. This will improve operator safety, maintenance efficiency, and overall reliability of the lift station. The existing lift station discharges into a 10-inch gravity main located to the south. This 10-inch main and the downgradient collection system may not have the capacity to convey the increased flow from the lift station so the City is planning to construct a new force main westward generally along Four Mile Drive where it will connect to the WSI sewer for further conveyance to the wastewater treatment facility. Federal and State grant/loan programs will fund the project. Environmentally sensitive characteristics such as wetlands, floodplains, threatened or endangered species, and historical sites are not expected to be adversely impacted because of the proposed project. Additional environmental impacts related to land use, water quality, air quality, public health, energy, noise, and growth were also assessed. Public participation during the planning process demonstrated support for the selected alternative. No significant long-term environmental impacts were identified.
