MT-23-08 SEPTEMBER 5, 2023 PURPOSE OF PUBLIC NOTICE The Montana Department of Environmental Quality (DEQ) is extending the public comment period for the draft Montana Pollutant Discharge Elimination System (MPDES) permit and fact sheet, for Par Montana, LLC’s Billings Refinery. DEQ is extending the public comment period until October 6, 2023, providing the public an additional 30 days to comment on the draft MPDES permit. The purpose of this notice is to state the Department’s intent to issue a wastewater discharge permit to the facility listed in this notice. Par Montana processes, treats, and transforms crude oil and other raw materials into refined hydrocarbon products, byproducts, and intermediates. The reported throughput in the 2020 permit application is 61,900 barrels of crude oil per operating day. Noncontact cooling water is taken from and returned to the Yellowstone River. Process wastewater is treated in a large wastewater lagoon system and discharged to the Yellowstone River. Noncontact cooling water and process wastewater discharged to the Yellowstone River must meet effluent limits in the discharge permit. The proposed permit requires periodic self-monitoring of discharge quality and quantity with monthly reporting of results. This permit and fact sheet will be submitted to the EPA for approval. PUBLIC COMMENT Public comments are invited and must be received by 11:59 p.m. on October 6, 2023. The Northwest Power Act of 1980 established the Residential Exchange Program so that residential and small farm customers in the Pacific Northwest receive benefits from low-cost power provided by the Federal Columbia River Power System, as operated by the Bonneville Power Administration (“BPA”). This benefit includes an annual credit that customers of NorthWestern Energy (“NorthWestern”) receive from the BPA towards their monthly bill. 2. PLEASE TAKE NOTICE that on August 16, 2023, NorthWestern Energy (“NorthWestern”) requested the Montana Public Service Commission (“Commission”) increase its BPA residential Exchange Program Credit (“BPA Credit”) to reflect the current level of benefits that it will receive from BPA for the fiscal year beginning October 1, 2023. NorthWestern proposes that the rate change coincide with this date and begin on October 1, 2023. 3. In July 2023, BPA notified NorthWestern that the BPA Credit amount would increase from $4,150,054 to $5,921,657 for fiscal years 2024 and 2025. Due to the increase in the credit, NorthWestern proposes to decrease rates for residential, residential employee, general service secondary, irrigation, and lighting customers. If approved, a typical residential customer using 750 kilowatt-hours per month would experience a decreased bill of $0.38 per month or $4.60 per year. The actual decrease amount depends on each customer’s class and usage. 4.
