On August 29, 2023, NorthWestern Energy (“NorthWestern”) submitted a Filing to Implement Public Charging Station Tax per House Bill 55 (“Filing”) to the Montana Public Service Commission (“Commission”). NorthWestern states that the 2023 Montana Legislature enacted House Bill 55, which established a $0.03 per kilowatt-hour tax applicable to all bills for electric service provided to Public Charging Stations and Public Legacy Charging Stations (operating before July 1, 2023) under NorthWestern’s rate schedules. The tax for new Public Charging Stations is effective July 1, 2023, and the tax for Public Legacy Charging Stations will be effective July 1, 2025. NorthWestern seeks Commission approval of the proposed Public Charging Station Tax Tariff and amended General Service Electric Delivery Service schedules attached to the Filing. 2. On April 28, 2023, NorthWestern Energy (“NorthWestern”) filed its 2023 Integrated Resource Plan (“2023 Plan”) with the Montana Public Service Commission (“Commission”) pursuant to Mont. Code Ann. §§ 69-3-1201 through 6931209 and Mont. Admin. Rs. 38.5.8201 through 38.5.8226 (2021). The 2023 Plan evaluates different potential generation resources that could meet the needs of NorthWestern’s electric service customers in Montana over the next 20 years. According to the 2023 Plan, the resources best suited to address NorthWestern’s needs are flexible natural gas generation and long-duration energy storage resources. The plan does not identify specific new resources for addition to NorthWestern’s resource portfolio. 2. In a Notice dated May 26, 2023, the Commission invited comments on NorthWestern’s 2023 Plan and set an August 28, 2023 deadline for comments. The Commission also held five listening sessions across the state, as described in its July 21, 2023 Notice of Listening Sessions. Due to the significant interest in the 2023 Plan and the volume of public comments the Commission has received, the Commission will reopen and extend the public comment period. 3.
