NO. 30244 Opportunity to Comment: Flathead Forest Plan Suitability Changes: Winter Travel Management and Recommended Wilderness Project; Flathead National Forest; Flathead County, Montana The Flathead National Forest is seeking public comments on an environmental assessment for the Flathead Forest Plan Suitability Changes: Winter Travel Management and Recommended Wilderness Project. The purpose of the project is to align allowed over-snow vehicle use, and allowed uses within recommended wilderness areas, with revised land management plan suitability determinations. We propose to designate over-snow vehicle use on about 12,588 acres and remove 12,258 acres from designated over-snow vehicle use. The project also includes a forest order that would prohibit public use of mechanized transport and motorized use in recommended wilderness areas. The project would also amend the land management plan to clarify direction for administrative use of mechanized transport and motorized use in recommended wilderness areas. The project area includes recommended wilderness areas and other National Forest System lands across the Glacier View, Hungry Horse, Spotted Bear, Swan Lake, and Tally Lake Ranger Districts of the Flathead National Forest. The environmental assessment is available on the project webpage at https://www.fs.usda.gov/project/?project=61460. The proposal regarding over-snow vehicle use and recommended wilderness areas is an activity implementing a land management plan and is subject to the pre-decisional administrative review process at 36 Code of Regulations (CFR) 218 subparts A and B. The proposed land management plan amendment is subject to the pre-decisional administrative review process at 36 CFR 219 subpart B. How to Comment and Time Frame Specific written comments (36 CFR 218) on the environmental assessment will be accepted for 30 calendar days following publication of this notice in the Daily Inter Lake. The publication date in the newspaper of record is the exclusive means for calculating the comment period and the regulations prohibit extension. Only those who submit timely and specific written comments (36 CFR 218.2) regarding the proposed project or activity during a public comment period established by the responsible official are eligible to file an objection (36 CFR 218.24(b)(6)). For the plan amendment, only those individuals who have submitted substantive formal comments specific to the plan amendment during an opportunity for public comment as provided in 36 CFR 219 subpart A may file an objection (36 CFR 219.53(a)). For issues to be raised in objections, they must be based on previously submitted specific written comments regarding the proposed project, activity, or plan amendment and attributed to the objector. The publication date of the legal notice in the newspaper of record is the exclusive means for calculating the time to submit written comments on a proposed project, activity, or plan amendment. It is the responsibility of all individuals and organizations to ensure that their comments are received in a timely manner. Specific comments should include: (1) the commenter’s name, address, telephone number, and organization represented, if any; (2) title of the document on which the comments are being submitted; (3) specific written comments regarding the proposed activity, along with supporting reasons for the responsible official to consider; and (4) signature(s). For objection eligibility, each individual or representative from each entity submitting timely and specific written comments regarding the proposed project or activity must either sign the comments or verify identity upon request (36 CFR 218.24(b)(8)).
