NO. 30103 NOTICE OF SCHOOL BOND ELECTION NOTICE IS HEREBY GIVEN by the Board of Trustees (the “Board”) of School District No. 20 (Kila), Flathead County (the “District”), that pursuant to a resolution duly adopted at a meeting of the Board on February 14, 2024, an election of the registered voters of the District will be held by mail ballot election on May 7, 2024 for the purpose of voting on the question of whether the Board may sell and issue general obligation school building bonds of the District in one or more series in the aggregate principal amount of up to Eight Million and No/100 Dollars ($8,000,000.00), for the purpose of paying the costs of improving, equipping, and furnishing Kila School facilities, to include: expanding the school to include a secure main entrance, classrooms, an academic multipurpose space, and student restrooms; making electrical, mechanical, and structural upgrades and other necessary repairs or improvements to the existing school facility; making site improvements that include enlarging parking, improving the student drop off area and campus safety and security, and installing a new septic system; related improvements and costs; and paying the costs associated with the sale and issuance of the bonds.   Each series of the bonds shall bear interest at a rate or rates to be determined at the time of sale and be payable semiannually during a term of not more than twenty (20) years. If the bond election passes, based on the taxable value of the District, the property taxes on a home with an assessed market value for tax purposes of $100,000 would increase by $144.99 in the first year, of $300,000 would increase by $434.97 in the first year, and of $500,000 would increase by $724.95 in the first year. An increase in property taxes may lead to an increase in rental costs. The election will be conducted by the District Clerk solely by mail ballot. Ballots will be mailed to all eligible registered voters in the District on April 18, 2024, and must be returned by each voter either by mail to the District Clerk’s Office, Kila School, P.O. Box 40, Kila, MT 59920, or in person to the District Clerk’s Office, Kila School, 395 Kila Road, Kila, Montana, during regular business hours (8:00 a.m. to 4:00 p.m.), weekdays (exclusive of holidays), April 19, 2024 through May 6, 2024. On August 24, 2023, NorthWestern Energy (“NorthWestern”) filed an Application to Update QF-1 Tariff Rates and Terms with the Montana Public Service Commission (“Commission”). Subsequently, the Montana Consumer Counsel (“MCC”) timely noticed its intervention and Greenfields Irrigation District and Hydrodynamics, Inc. (collectively, “Joint Intervenors”) were granted intervention, making them parties to this proceeding.  2. On December 4, 2023, NorthWestern filed an Amendment to Application to Update QF-1 Tariff Rates and Terms (“Amended Application”). In its Amended Application, NorthWestern asks the Commission to update the standard rates NorthWestern pays to qualifying facilities (“QFs”) with a nameplate generating capacity of three megawatts or less. Additionally, NorthWestern requests Commission approval of standard form power purchase agreements for solar, wind, and hydroelectric QF projects. 3. PLEASE TAKE NOTICE that the Commission will conduct a public hearing on NorthWestern’s Amended Application. The public hearing will commence on May 15, 2024, at 9:00 a.m., in the Commission’s Bollinger Conference Room, 1701 Prospect Avenue, Helena, Montana 59601, and continue day-to-day as necessary through 5:00 p.m. on May 17, 2024. The Commission will provide an opportunity for in-person public comment at the beginning of each hearing day, and the Commission’s website (psc.mt.gov) will have a link to a live stream of the hearing.  4. The hearing is for the purpose of receiving evidence (testimony and exhibits) addressing NorthWestern’s Amended Application. Testimony submitted at the hearing is subject to cross-examination. The Commission will evaluate NorthWestern’s Amended Application and evidence presented by NorthWestern, MCC, and Joint Intervenors consistent with applicable law, including the Public Utility Regulatory Policies Act of 1978 (16 U.S.C. §§ 2601–2645) and Montana law on small power production facilities (Mont. Code Ann. §§ 69-3-601–604). The parties may waive formal proceedings pursuant to Montana Code Annotated § 2-4-603. 5. Copies of NorthWestern’s Amended Application are publicly available at the Commission’s business office, 1701 Prospect Avenue, Helena, MT 59601, and online at the Commission’s website (psc.mt.gov) under Docket No. 2023.08.076. A copy of the Amended Application may also be available at the office of the MCC, which represents consumer interests before the Commission, 111 North Last Chance Gulch, Suite 1B, Helena, MT 59601, (406) 444-2771. NO. 30286 AUDIT PUBLICATION STATEMENT An audit of the affairs of City of Kalispell has been conducted by Eide Bailly. The audit covered the fiscal year(s) ended June 30, 2023. Section 2-7-521, MCA, requires the publication of the following summary of significant findings. Summary of Significant Findings The audit report for City of Kalispell for the fiscal year(s) ended June 30, 2023, contains an Independent Auditor’s Report on the City’s/Town’s basic financial statements. The report issued for the fiscal year ended June 30, 2023 contains an unmodified opinion. The audit report also contains several other auditor’s reports. Following is a listing of the reports and a summary of the findings included in each. This is only a summary and is not intended to be used as an audit report. Report on Internal Control Over Financial Reporting and on Compliance and Other Matters Based on an Audit of Financial Statements Performed in Accordance with Government Auditing Standards - This report contains the following findings: Material audit adjustments to the City of Kalispell’s recorded account balances in areas of cash and investments and related unrealized losses, which if not recorded, would have resulted in a material misstatement of the City’s financial statements. Material audit adjustments were also proposed for the Tourism Business Improvement District (TBID), a discreetly presented component unit of the City, in the areas of fixed assets and accounts receivable, resulting in a restatement. Also noted the City does not have a formal process for document review and approval over manual journal entries. Report on Compliance with Requirements Applicable to Each Major Program and on Internal Control Over Compliance in Accordance with “Uniform Guidance” - This report found the City complied, in all material respects, with the types of compliance requirements that could have a direct and material effect on each of its major federal programs for the year ended June 30, 2023. The report on compliance for major programs received an unmodified opinion.  Schedule of Findings and Questioned Costs consist of four sections. Section I is a summary of auditor’s results. Sections II summaries the financial statements findings. Section III summarizes the federal awards findings. NO. 30288 NOTICE OF PUBLIC HEARING CITY OF COLUMBIA FALLS CITY PLANNING COMMISSION The City Planning Commission will hold a public hearing on Thursday, May 9, 2024, for the purpose of receiving public comments on the proposed Public Participation Plan. The Public Participation Plan establishes the framework detailing the City’s commitment to public involvement throughout the process of adoption, amendment, modification, or rejection of any future land use plans, zoning, or subdivision regulations. The Public Participation Plan is the beginning of the process to comply with the Montana Land Use Planning Act (MLUPA), commonly referred to as SB 382, codified in Title 76, Chapter 25, M.C.A which creates a comprehensive update to Montana’s land use regulations. The proposed Public Participation Plan follows the recommended template provided by the MT Department of Commerce and the League of Cities and Towns. The hearing will be held on Thursday, May 9, 2024, at their regular meeting at 6:00 p.m. in the Council Chambers at City Hall, 130 6th Street West, Columbia Falls, Montana. The Columbia Falls City Council will hold a subsequent hearing upon recommendation from the City Planning Commission. Persons are encouraged to submit written comments prior to the meeting.
