The WWTP has an average annual design flow of 0.53 million gallons per day (mgd) and serves a current population of 6,500. DEQ is proposing to add an effluent limit for oil and grease and update effluent and ambient monitoring requirements. All other permit limits and monitoring requirements are carried forward from the 2017-issued permit. APPLICANT INFORMATION APPLICANT: City of Bozeman PO Box 1230 Bozeman, MT 59771 FACILITY NAME: Lyman Creek Reservoir FACILITY LOCATION: 1600 Story Mill Road Bozeman, MT 59715 Gallatin County RECEIVING WATER: Unnamed Tributary to Bridger Creek PERMIT NUMBER: MT0031631 The City of Bozeman has applied for a renewal of the Montana Pollutant Discharge Elimination System (MPDES) Permit No. MT0031631 under the Montana Water Quality Act of Montana for their Lyman Creek Reservoir. The City of Bozeman utilizes Lyman Creek Spring as a potable water supply. Spring water is collected from the Lyman Creek drainage through a series of gravel beds and infiltration piping which directs water to a treatment and storage facility. Treatment buildings include an Inlet Control Building and an Outlet Control Building with a 5-million-gallon water storage reservoir. Water flows through the Inlet Control Building piping into the water storage reservoir. The reservoir holds treated water for distribution to city residents before it flows through the Outlet Control Building as demand warrants. The 5-million-gallon water storage reservoir consists of a concrete basin overlaid with a polyethylene liner. There is a steady leak in the liner, which is the source of water covered under this discharge permit. Water is collected in an 8-inch drainpipe under the liner, which flows through a Parshall flume and then down the unnamed drainage to a small pond and then to Bridger Creek. Ground water from under the liner may also be collected in the 8-inch pipe. The facility and storage reservoir are located on public land, approximately 1.0 mile north, northeast of Bozeman, Montana. The proposed permit maintains current permit limits requiring the removal of chlorine and fluoride to levels that will not cause degradation of existing water quality. The permit requires periodic self-monitoring of discharge quality and quantity with monthly reporting of results. Qualifications of the Professional Personnel Assigned to the Project (Not to Exceed 8 pages, 35 Points) Provide an organizational chart with chain of command of the proposed personnel to be assigned on this project. Describe their role, office location, expertise or experience, and any unique qualifications or training. Include at least one team member with State and Federal grant/loan administration experience and describe the extent of their expertise. Resumes for key staff shall be provided in Appendix A but will be scored within this section. A project team consisting of multiple firm personnel must clearly state which firm is the prime firm and describe the discrete portions of the scope each respective firm is assigned. Project Approach and Understanding (Not to Exceed 6 pages, 30 Points) Describe the firm’s unique understanding of the project. Detail the firm’s proposed approach to performing the preliminary scope of services. Explain any particular expertise that distinguishes the firm from others and why you believe your firm is best qualified for the project. Provide any recommendations the firm may have for modifying or improving the scope of services. Identify how your team will meet budget and schedule requirements while providing the best value and project outcomes. Describe your team management approach. Provide a project schedule showing key task and activity durations, major milestones and deliverables, and critical path activities. The schedule shall be legible and provided on an 11”x17” in landscape format (included in page count). A schedule narrative should accompany the schedule describing the team’s ability to meet the proposed project duration. Previous Project Experience/Project Examples (Not to Exceed 6 pages, 25 points) Provide descriptions of projects delivered by the project team that address similar scope and complexity of work. Writeups should clearly demonstrate relevance to this project. Identify proposed team members involved and respective roles on provided projects. Include client name, contact person, email address, and phone number as a reference for each project. Higher value will be given to projects completed in the past 10 years and to projects completed in the Flathead Valley with proximity to the District. The District is not responsible for assuring that listed reference contact information is correct nor that the listed references respond to the District’s request for a referral. Consultants are advised to verify contact information and notify potential references prior to submittal. Present and Projected Workloads/Capability to Meet Time and Budget Requirements (Not to Exceed 1 Page, 10 points) Provide a discussion regarding the anticipated workload for the key staff assigned to this project including the Project Manager and Lead Engineer during the time frame that this project. Indicate the number of other projects that will be managed by the Project Manager and under and by the lead engineer during the time he or she would be assigned to this project. Appendix A: Key Staff Resume’s (No page limit, 0 points – Points included in scoring above) Provide 1-page resumes for the proposed personnel assigned to this project. SELECTION PROCESS The District has adopted a procurement policy that complies with the Montana State Procurement Act, Title 18, Chapter 4, including the procurement of architectural, engineering, and land surveying services of Montana Code Annotated (MCA) § 18-8-201 - 212. The act requires “adequate” and “reasonable” time for public notice. As such, the adoption of this policy fulfills the requirements in 2 CFR 200.319 Competition through 200.320 Methods of procurement to be followed. The Service Provider will be selected on the basis of demonstrated competence and qualifications for the type of services required and thereafter the District will negotiate the services agreement with what it deems to be the most qualified firm. Submissions will be reviewed, evaluated, and ranked on the basis of the scoring criteria noted herein by a selection committee. The selection committee will likely consist of four District staff members and one District Board member. The District expressly reserves the right, in its sole judgment, to accept or reject any or all statements, and to waive any defects and to allow modifications and supplementation of statements that are submitted within the deadline. Firms submitting statements will be accorded fair and equal treatment with respect to opportunity for discussion and revision of proposals, and such revisions may be permitted, after submissions and prior to award for the purpose of obtaining best and final proposals. After scoring and ranking the submissions based on the criteria herein, the selection committee will in its discretion select one or more or all engineering firms to participate in interview(s), make oral presentation(s), provide supplemental information and documentation, or make site visit(s). All arrangements and scheduling shall be coordinated by the selection committee or its agent. At the completion of the selection process, the selection committee will make a recommendation to the District’s Board of Directors for approval of the highest scoring/ranked firm. Following approval (selection) by the Board, District staff will enter into scope and fee negotiations with the highest ranked firm and prepare the professional services agreement. NO. 30657 Legal Notice Proposed Partial Bond Release for Montana Rockworks, LLP (Hard Rock Mining Operating Permit No. 00175) The Montana Department of Environmental Quality (DEQ) has received a request for bond release for Montana Rockworks, LLP (Montana Rockworks). Montana Rockworks is authorized to operate two hard rock mines for rock products under Operating Permit No. 00175. The Moose Mountain site is located on private lands in Section 30 of Township 26 North Range 25 West, approximately 13 miles southwest of the town of Marion in Flathead County. The McGregor Lake site is located on private lands in Section 32 of Township 27 North Range 25 West, approximately 9 miles west southwest of the town of Marion in Flathead County. DEQ is conducting a comprehensive bond review for Operating Permit No. 00175. DEQ has determined the current bonding level does not represent the present costs of compliance with the Metal Mine Reclamation Act, administrative rules thereunder, and the operating permit. DEQ is proposing to increase the bond by $52,737. The bond increase is largely due to changes in fuel prices, equipment rates, removal of nonmobile site equipment and updated costs such as mobilization, contingency, and administration. In addition to the comprehensive bond review, DEQ received a bond release request from Montana Rockworks in the form of a permit revision request to better align the amount of bond held with the amount if disturbance generated by Montana Rockworks’ operation. DEQ has determined the reduction in maximum allowable disturbed acres would decrease the currently required bond by $84,657, resulting in a required bond of $303,864. DEQ has determined the net effect on the bond from the five-year comprehensive review (+52,737) and decrease as a result of the release request (-$84,657) is a bond release of $31,920. Pursuant to Section 82-4-338(5), Montana Code Annotated (MCA), DEQ may not release or decrease a reclamation bond until the public has been provided an opportunity for a hearing and a hearing has been held if requested.
