NO. 30839 NOTICE OF PUBLICATION OF CATEGORICAL EXCLUSION EVERGREEN COUNTY WATER & SEWER DISTRICT, MONTANA WPCSRF #: C302293 WASTEWATER INFLOW AND INFILTRATION IMPROVEMENTS PROJECT November 26, 2024 Inflow and infiltration to a sewer collection system occurs when aging facilities begin to deteriorate. Groundwater infiltration into the Evergreen sewer collection system increases energy consumption and pumping costs and reduces system capacity. Additionally, deteriorated sewer pipe and manholes may allow raw wastewater to exfiltrate into local groundwater, negatively impacting environmental resources. Through field inspections and ranking criteria, the district has identified eighteen (18) existing manholes for replacement in the central area of the district. The manholes were identified as providing the most benefit to cost- for reduction of ground water infiltration into the sewer collection system. Work proposed with this project will occur within existing road right-of-ways and sewer utility easements. Pursuant to ARM 17.40.318, the Department has concluded that the proposed project meets the Categorical Exclusion criteria of the National Environmental Policy Act (NEPA) and the Montana Environmental Policy Act (MEPA). The Categorical Exclusion may be revoked if the project is not initiated within the time period specified in the facility plan a new or modified application is submitted, new evidence demonstrates serious local or environmental issues exist, or state, local, tribal, or federal laws are violated.
