NO. 30843 BIGFORK COUNTY WATER AND SEWER DISTRICT REQUESTS FOR QUALIFICATIONS ENGINEERING SERVICES The Bigfork County Water and Sewer District (District) is soliciting qualifications from firms interested in providing engineering services to assist the District with currently unspecified water and sewer utility projects. The required services may include water and sewer utility planning, preliminary engineering, modeling, surveying, final design, construction administration, construction inspection, grant administration, coordination with funding and regulatory agencies, discharge permit renewal, and development review, water rights, and geographic information systems (GIS), mapping, architectural planning and design. The agreement and payment terms will be negotiated with the selected engineering firm. The District may utilize the selected firm for a period of three years, with the option to extend the agreement for an additional two years at the District’s discretion. Responses to this RFQ should include: 1. The engineering firm’s legal name, address, telephone number and principal contact e-mail address; 2. The principal(s) of the firm and their experience and qualifications; 3. The experience, qualifications and assigned roles of the staff to be assigned to water and wastewater projects; 4. A description of the firm’s prior experience with water and sewer utility projects, including projects for utilities of similar size, project location, total construction cost, and name of a local official knowledgeable of the firm’s performance. 5. A description of the firm’s current work activities and how the firm intends to provide the aforementioned services to the District on an ongoing basis; 6. List a minimum of three references, including contact names and phone numbers, for which the firm has performed similar water and sewer utility work. Respondents will be evaluated according to the following factors: 1. Experience providing similar engineering services, including water, wastewater, mechanical and electrical engineering services to local Montana communities and districts. (25%) 2. Experience assisting communities and districts in securing grant and loan funding. (20%) 3. Qualifications and location of the staff to be assigned to District projects. (25%) 4. Location of firm in proximity to Bigfork and/or prior firm experience with the District (15%) 5. Overall Quality of the Statement of Qualifications (15%) The evaluation of the written responses will be the primary selection criteria. Interviews may be conducted, if deemed necessary and in the interest of the District. The award will be made to the most qualified consultant whose proposal is deemed most advantageous to the District, all factors considered. Unsuccessful respondents will be notified as soon as possible.
