NO. 30005 REQUEST FOR PROPOSALS (RFP) FOR ADMINISTRATIVE SERVICES RELATING TO: GRANT AND PROJECT MANAGEMENT The Flathead County Water District No. 1 – Evergreen (Evergreen or District) is requesting sealed proposal packages from pre-qualified firms, teams or consultants interested in providing administrative services to the District for internal grant administration and project management in connection with capital projects for which the District has received or is pursuing grant funding. These services are in addition to services provided by the District’s outside engineering firms who are providing grant application support.   The District invites qualified consultants to submit a proposal based upon the scope of work identified in this Request for Proposals (RFP). The District shall not be held responsible for any oral instructions. Changes to this RFP will be issued in writing and emailed directly to consultants. This document is intended to provide consultants with sufficient information to prepare and submit a Proposal for consideration by the District. The District reserves the right to reject any or all Proposals, to waive any informality or irregularity in any Proposal received, and to be the sole judge of the merits of the respective Proposals received. WORK SCOPE   The District has been awarded ARPA funds for 6 projects, 3 of which are with the State of Montana and 3 of which are with Flathead County. The District is seeking administrative assistance in grant management and project management for these projects, all of which must be completed by 12-31-25. Additionally, the District is seeking non-engineering support for preparation of grant or other funding applications for other capital projects or related studies. This support is for the District’s internal processes such as applications for reimbursement, project reports, budget preparation and a myriad of other administrative functions necessary for grant compliance, including support during project audits. The District is also seeking administrative support for pursuing other grant or loan funding for other non-ARPA projects from state or federal sources. These services would be in coordination with funding support provided by the various engineering firms. The administrative services in the RFP responses need to be available for a period of two years with a fixed hourly price from the date of the contract.   SUBMITTAL OPENING DATE AND SCHEDULE Proposal shall be submitted in hard copy and electronic pdf format on a thumb drive to: Flathead County Water District No. 1 - Evergreen, Attn: Cindy Murray, 130 Nicholson Drive, Kalispell, MT 59901 no later than 3:00 pm (local time) on January 26, 2024. Responses will be received in a sealed envelope clearly marked on the outside “Administrative services related to grants and project management.” Legibility, clarity, and completeness are essential. Late submissions will not be accepted under any circumstances, and any Proposal so received shall be returned to the consultant unopened. In addition, electronic submissions by email will not be accepted and will be rejected upon receipt. Proposing consultants will be expected to allow adequate time for the delivery of the Proposal. Sole responsibility rests with the proposing consultant to see that their Proposal is received on time.   QUESTIONS AND CLARRIFICATION Any questions or clarifications related to the RFP, or the Scope of Work must be provided in writing by January 19, 2024. All questions or clarification requests shall be made to Jeff Walla, PE at jwalla@evergreenwaterdistrict.com.   SUBMITTAL FORMAT AND SOQ CONTENT The Proposal must be organized in accordance with this section. Brevity is appreciated by the District staff reviewing the proposals. The Proposal may not exceed the page limits described below and font size shall be 11 point or larger. Covers, dividers, and table of contents are not included in the page count. Proposed personnel resumes shall be included in Appendix A and are not included in the page count. When using double sided printing, each side of the page is counted as one page. A Proposal exceeding the specified number of pages may be considered non-responsive, and the Proposal may not be considered.  The Proposal shall include the firm’s legal name, address, telephone number and contain the following information at a minimum: Introductory Letter  (Not to Exceed 1 page, 0 points)  If desired an introductory letter can be provided and limited to one page. The letter will not be scored.   Qualifications of the Personnel Assigned to the Project  (Not to Exceed 2 pages, 40 Points)  Identify the proposed personnel to be assigned on this project (an organizational chart is not required). Describe their role, expertise or experience, and any unique qualifications or training. Include at least one team member with Federal grant/loan administration experience and describe the extent of their expertise. Resumes for key staff shall be provided in Appendix A but will be scored within this section. A project team consisting of multiple firm personnel must clearly state which firm is the prime firm and describe the discrete portions of the scope each respective firm is assigned.    Approach to Providing Services  (Not to Exceed 2 pages, 30 Points) Detail the firm’s proposed approach to performing the preliminary scope of services. Explain any particular expertise that distinguishes the firm from others and why you believe your firm is best qualified for the project. Provide any recommendations the firm may have for modifying or improving the scope of services. Provide a simple project schedule showing key task and activity durations, major milestones and deliverables, and critical path activities. A brief schedule narrative should accompany the schedule describing the team’s ability to meet the proposed project duration.   Proposal Fee (Not to Exceed 1 pages, 30 points)  It is the intent of the Consultant to enter into a contractual agreement with the selected consultant for a term of two (2) years based upon the scope of services outlined within this proposal and the subsequent revision (if necessary) to the scope based upon negotiations. The proposal should contain the total cost (not-to-exceed price) of your proposed services. • Provide a total time and material fee estimate for completing the services described herein.  • Provide an estimate of the hours and hourly rates that will be required by various levels of your staff to complete the services and all major deliverables described herein.  • Identify all non-labor costs including data processing, forms, fax transmissions, telephone calls, printing, and all other expenses.   • Provide hourly rates for additional meetings with District staff beyond those provided for in the scope of services.    Appendix A: Key Staff Resumes  (No page limit, 0 points – Points included in scoring above)  Provide 1-page resumes for the proposed personnel assigned to this project. SELECTION PROCESS The District has adopted a procurement policy that complies with applicable federal, state, and county laws and regulations. For purposes of this project, the District is issuing a Request for Proposal for a multi-year contract covering administrative services in excess of $50,000. The District’s Amended Procurement Policies for ARPA Project require that such multi-year service contracts be bid at least every 5 years. The Service Provider will be selected on the basis of demonstrated competence and qualifications for the type of services required, including price and ability to meet strict time limitations.   Submissions will be reviewed, evaluated, and ranked based on the scoring criteria noted herein by a selection committee. The selection committee will likely consist of four District staff members. The District expressly reserves the right, in its sole judgment, to accept or reject any or all statements, and to waive any defects and to allow modifications and supplementation of statements that are submitted within the deadline. Firms submitting statements will be accorded fair and equal treatment with respect to opportunity for discussion and revision of proposals, and such revisions may be permitted, after submissions and prior to award for the purpose of obtaining best and final proposals. After scoring and ranking the submissions based on the criteria herein, the selection committee shall select the highest scoring firm and proceed to the execution of an agreement. Interviews may be conducted.
