NO. 30487 PUBLIC NOTICE In accordance with §75-10-735(1) and (2), Montana Code Annotated (MCA), the Montana Department of Environmental Quality (DEQ) hereby gives notice of a 30-day public comment period on the May 31, 2024 Voluntary Cleanup Plan (VCP) for the Former PacifiCorp Substation Facility (Facility) in Bigfork, Montana. The VCP consists of the February 26, 2019 Environmental Assessment and the May 31, 2024 Remediation Proposal. DEQ is soliciting public comment on the May 31, 2024 Remediation Proposal. The public comment period will begin on July 1, 2024 and comments must be received in the DEQ office by 11:59 PM on July 31, 2024. Copies of the VCP are available for review at the Kalispell ImagineIF Public Library located at 247 1st Avenue East, Kalispell, Montana 59901 and online at https://deq.mt.gov/public/publiccomment. DEQ will hold a public meeting upon written request to the DEQ on or before August 15, 2024, by 10 or more persons, a group of 10 or more persons, or by a local governing body. The Facility is located at 295 Bridge Street in Bigfork, Montana and encompasses the hydroelectric plant on the PacifiCorp property as well as portions of the Swan River, including areas just upstream of the former substation and downstream beyond the Bridge Street bridge. Previous interim cleanup activities at the Facility removed polychlorinated biphenyls (PCBs), dioxins/furans, and petroleum contamination in soils and sediments at and around the hydroelectric plant building. The VCP proposes the placement of institutional controls limiting use of the upstream area next to the hydroelectric plant building to commercial/industrial use (prohibits residential use).
