On April 19, 2024, TruConnect Communications, Inc. (“TruConnect”) filed an Application for Designation as an Eligible Telecommunications Carrier (“ETC”) with the Montana Public Service Commission (“Commission”) pursuant to 47 U.S.C. § 214(e)(2), 47 C.F.R. §§ 54.101-54.207, and Montana law, including Montana Code Annotated § 69-3-840 (2023). 2. TruConnect seeks ETC designation solely to provide Lifeline Services to qualifying Montana customers. TruConnect currently offers prepaid wireless telecommunications services using the underlying networks of facilities-based providers T-Mobile USA, Inc. and Verizon Wireless on a wholesale basis. TruConnect requests ETC designation that is statewide in scope to allow the Company to provide Lifeline service wherever its underlying, facilities-based providers have wireless coverage, including federally recognized tribal lands. 3.
