NO. 30735 DEPARTMENT OF PUBLIC SERVICE REGULATION BEFORE THE PUBLIC SERVICE COMMISSION OF THE STATE OF MONTANA In re NorthWestern Energy’s Application to Update QF-1 Tariff Rates and Terms Docket 2023.08.076 October 7, 2024 Notice of Public Hearing 1. On August 24, 2023, NorthWestern Corporation d/b/a NorthWestern Energy (“NorthWestern”) filed an Application to Update QF-1 Tariff Rates and Terms with the Montana Public Service Commission (“Commission”). Subsequently, the Montana Consumer Counsel (“MCC”) timely noticed its intervention and Greenfields Irrigation District and Hydrodynamics, Inc. were granted intervention, making them parties to this proceeding.  2. On December 4, 2023, NorthWestern filed an Amendment to Application to Update QF-1 Tariff Rates and Terms (“Amended Application”). In its Amended Application, NorthWestern asks the Commission to update the standard rates NorthWestern pays to Federal Energy Regulatory Commission-certified qualifying small power production facilities (“QFs”) with a nameplate generating capacity of three megawatts or less. Additionally, NorthWestern asks the Commission to approve standard form power purchase agreements for solar, wind, and hydroelectric QF projects. 3. PLEASE TAKE NOTICE that the Commission will conduct a public hearing on NorthWestern’s Amended Application. The public hearing will commence on October 29, 2024, at 9:00 a.m., in the Commission’s Bollinger Conference Room, 1701 Prospect Avenue, Helena, Montana 59601. The hearing will continue day-to-day, as necessary. The Commission’s website (psc.mt.gov) will have a link to a livestream of the hearing. 4. The hearing is for the purpose of receiving evidence (testimony and exhibits) addressing NorthWestern’s Amended Application. Testimony submitted at the hearing is subject to cross-examination. The Commission will evaluate NorthWestern’s Amended Application and evidence presented by the parties consistent with applicable law, including the Public Utility Regulatory Policies Act of 1978 (16 U.S.C. §§ 2601–2645) and Montana law on small power production facilities (Mont. Code Ann. §§ 69-3-601–604). 5. Copies of NorthWestern’s Amended Application are publicly available at the Commission’s business office, and online at the Commission’s website (psc.mt.gov) under Docket No. 2023.08.076. Copies of the Amended Application may also be available at the office of the MCC, which represents consumer interests before the Commission, 111 North Last Chance Gulch, Suite 1B, Helena, MT 59601, (406) 444-2771.
