In the event the successful bidder does not enter into a formal contract within ten (10) calendar days or give sufficient bond to secure performance, the bidder shall pay unto the County the difference between the amount of the bid of said bidder and the amount for which the County legally contracts with another party to perform said work if the latter amount is more than the former. Award of the project will be contingent upon funding and award concurrence from the County Commissioners. Bids may only be withdrawn as provided in Article 15 of the Instructions to Bidders after the scheduled time for the public opening of bids. Except as provided in the aforementioned Article 15, no bid shall be withdrawn after the opening of bids without the consent of the County Commissioners for a period of sixty (60) days after the scheduled time of receiving the bids. The County will accept the lowest responsible bid, but the County Commissioners reserve the right to reject any and all bids or to waive any technicality or informality and accept any bid which may be deemed in the best interest of the County. The successful bidder will be required to furnish an acceptable security for the full amount of the contract for faithful performance thereof and payment of labor, material, and subcontractor claims. The successful bidder shall be required to furnish to the County evidence of insurance in accordance with the Seventh Edition of the Montana Public Works Standard Specifications. The successful bidder shall for the purpose of the Contract with the County, name Flathead County and Robert Peccia & Associates, Inc. as additional insured on said policy while performing work under County contract. The successful bidder will be assessed the Montana Contractor’s withholding tax. (Permittee) for the proposed Point of Pines Wastewater Treatment System (Facility). This permitting action authorizes discharge of treated wastewater to ground water. The scope of this permitting action is for the operation and maintenance of the wastewater treatment and disposal system. Since 2010, the facility wastewater treatment system has utilized a Septic Tank Effluent Pump (STEP) system, where septic tank effluent is transported through high-density polyethylene (HDPE) SDR 11 force mains to an AdvanTex treatment system. The AdvanTex system consists of three (3) AdvanTex AX100 filter pods and a 15000-gallon FRP recirculation tank. Following treatment, the filtrate flows to a duplex siphon dosing tank, which subsequently distributes the treated effluent to a two-zone subsurface drainfield system (Outfall 001). Each zone is comprised of 1,472 linear feet of 3-foot-wide trenches. Outfall 001 is located at: Latitude 48.4886 and Longitude -114.4253. The treatment system design meets Level 2 treatment requirements. PUBLIC COMMENT Public comments are invited and must be received by 11:59 p.m. on OCTOBER 3, 2024.
