On August 23, 2024, NorthWestern Corporation d/b/a NorthWestern Energy (“NorthWestern”) filed its Annual Bonneville Power Administration Residential Exchange Credit Filing (“Filing”) with the Montana Public Service Commission (“Commission”). In the Filing, NorthWestern requests the Commission approve a decrease to its Bonneville Power Administration Residential Exchange Program credit (“BPA Credit”). In July 2023, BPA notified NorthWestern that the BPA Credit would be $5,921,657 for fiscal years 2024 and 2025. In the Filing NorthWestern requests to adjust its BPA Credit to $5,871,134. 2. The Filing establishes BPA Credit rates by customer class. If approved, a typical residential customer using 750 kilowatt-hours per month would experience a bill increase of $0.01 per month or $0.12 per year. The actual increase depends on the customer class and usage. NorthWestern requests the adjusted rates to be effective on October 1, 2024. 3. The Residential Exchange Program was created to provide residential and small farm customers in the Pacific Northwest benefits from low-cost power provided by the Federal Columbia River Power System, as operated by the BPA. This benefit includes an annual credit that NorthWestern receives from BPA, which is passed onto customers through the BPA Credit.  4. According to TracFone, it offers services using the facilities of Verizon’s wireless division, Cellco Partnership d/b/a Verizon Wireless, and as such uses its own facilities. In addition, Tracfone states it will resell the wireless services of T-Mobile US, Inc. (“T-Mobile”). TracFone requests ETC designation throughout the State of Montana, including federally-recognized Tribal lands, subject to the coverage limits of the Verizon Wireless and T-Mobile networks. 3.
