NO. 30971 NOTICE OF FINDING OF NO SIGNIFICANT IMPACT and NOTICE TO PUBLIC OF REQUEST FOR RELEASE OF FUNDS Date: February 12, 2025 TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS On or before April 7, 2025, the City of Kalispell will request the Montana Department of Commerce (DOC) to release Community Development Block Grant (CDBG) funds provided under Title I of the Housing and Community Development Act of 1974, as amended (PL 93-383) for the following project: Project: Morning Star Court Community Wastewater & Water Improvements Location: 1717 South Woodland Drive, Kalispell, MT Total Cost: $2,526,211 As required by state and federal rules for determining whether an Environmental Impact Statement is necessary, an environmental review has been performed on the aforementioned project. Project Summary The Morning Star Court community, through a Preliminary Engineering Report (PER), has identified the need to abandon the aged onsite water and wastewater infrastructure and connect to adjacent City of Kalispell water and sewer services to improve the public’s health and safety. Morning Star Court is served by a privately-owned onsite public water system provided by a source well. The water distribution pipes have reached the end of their service life. There is concern about the proximity of existing septic drainfields to the water supply well and the existing system is unable to provide fire flows. The community has 21 septic systems constructed over 50 years ago, which are beyond their service life and there is no room on site for replacement areas. Morning Star Court currently uses septic systems that are 49 years old and beyond their design life. Proximity to numerous surface water bodies and potential for shallow groundwater increase the risk for the septic systems to impair water quality. There are currently two septic systems within the 100-foot water well isolation zone. This is non-compliant with current MT Department of Environmental Quality (DEQ) non-degradation and onsite septic system standards. Due to the high density of homes and the tight configuration for sewer and water facilities, it is likely the drainfield laterals cross the existing water distribution system. Due to the proximity of the two utilities, the water supply for homes is at risk of contamination, especially with deteriorating water pipes and drainfields are at the end of their lives. The recommended alternatives for water and sewer from the PER include: For the water system, install new 8-in water main connected to the existing 12-in main in South Woodland Drive, new water services and meters to each home, and abandon the existing system or convert it for irrigation use. For the wastewater system, install a new 8-in sewer main from the existing main in South Woodland Drive, install 6-in private sewer mains along community roads to connect to the 8-in main, install new 4-in service lines to each home, and abandon all septic tanks and drainfields. Finding of No Significant Impact It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly the City of Kalispell, the DOC, and the DEQ have decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190). The reasons for the decision not to prepare such Statement are: the project will provide improvements to the environment by eliminating wastewater discharge to shallow groundwater and the Flathead River watershed. The project will provide safe drinking water for community residents and provide fire flows. The new systems will reduce safety, health, and environmental hazards. Environmentally sensitive characteristics such as wetlands, floodplains and threatened or endangered species are not expected to be adversely impacted. No significant negative long-term environmental impacts were identified. An Environmental Review Record prepared by the City of Kalispell and an Environmental Assessment reviewed by the DOC and the DEQ documenting review of all project activities in respect to impacts on the environment are attached to this Finding of No Significant Impact and Request for Release of Funds. These documents are available for public scrutiny on the City of Kalispell website (www.kalispell.com) and for public examination and copying upon request between the hours of 9:00 AM and 4:00 PM at the following location: City of Kalispell, Planning & Building Department, 201 1st Ave East, Kalispell, MT 59901. No further environmental review of such project is proposed to be conducted prior to the request for release of CDBG funds. Release of Funds Anticipated project funding is through a combination of a CDBG grant, a Montana Coal Endowment Program grant, a Renewable Resource Grant Program grant, two Water Infrastructure Improvements for the Nation grants, and two State Revolving Fund loans. The City of Kalispell is certifying to DOC that the City of Kalispell and certifying official Jarod Nygren, Development Services Director, as approved by DOC, in his official capacity as environmental certifying officer, consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision-making, and action; and that these responsibilities have been satisfied. The legal effect on the certification is that upon its approval, the City of Kalispell may use the CDBG funds and DOC will have satisfied its responsibilities under the National Environmental Policy Act of 1969. Project Summary The Green Acres community, through its Preliminary Engineering Report (PER), has identified the need to abandon their aged onsite wastewater infrastructure and connect to the City of Kalispell sewer. The project will provide a safe and reliable wastewater system for community residents, protect the long-term health of the Flathead River watershed, and prevent groundwater degradation. Wastewater treatment and disposal are currently provided through septic tanks connected to the City sewer system. The existing system has five septic tanks installed before 1969, which is beyond their useful life. Because the effluent in the system is generally septic, corrosion issues for the downstream collection system are likely. Sewer services are comprised of Orangeburg pipes which have failed for some homes and are showing signs of imminent failure for others. There is not enough room on the property to install updated septic systems. The Orangeburg sewer services are of immediate concern as there is already evidence of sewage seepage from the ground next to some of the homes. The recommended alternative from the PER includes the following improvements: extend an 8-in public sewer main from Haven Drive, install a new 8-in sewer main to connect to the neighboring Morning Star Court main, install new 4-inch gravity service lines to each home, and abandon the existing septic tanks and collection system. NO. 30964 INVITATION TO BID Online electronic sealed Bids will be received by the Lakeside County Water and Sewer District until 2:00 pm, local time, Wednesday, February 19th, 2025, for construction of the Lakeside Wastewater Improvements Phase I – 2025 project. The Lakeside Wastewater Improvements Phase I – 2025 Project is the first phase of a large-scale wastewater treatment plant upgrade. The project will be separated into two separate schedules. Schedule One consists of the following: 1. Constructing a Septage Receiving Facility to provide pretreatment for septage from Flathead County before being pumped into the treatment process. The Septage receiving facility consists of a main building housing the septage receiving equipment, two lift stations, and an office. A biofilter will be constructed with a separate building to house the fan and biofilter equipment. The site will have a paved parking lot and a heated concrete slab near the septage unloading zone. There will be a potable water well and washdown area for septage trucks. 2. Installing approximately 5,700 linear feet of 6” HDPE septage force main, 4” HDPE future force main, 3” HDPE fiber optic conduit and cabling, and 4” HDPE non-potable water main to connect the septage receiving system to the treatment site. Additionally, 1,370 linear feet of the piping will be directionally drilled under a wetland area. Schedule Two consists of the following: 1. Constructing a Headworks Building equipped with mechanical screening and grit removal. The screening system will consist of three (3) Rotating Drum Screens each equipped with its own washer/compactor. The grit removal system includes a vortex grit chamber, grit pump, and grit washer. The Headworks Building will tie into the existing force main and screened wastewater will temporarily flow into the lagoon system until the mechanical treatment plant is completed in Phase Two. The Headworks Building will also house a plant lift station and non-potable water (NPW) wet well, pumps, and pressure tanks. Construction of a Biofilter and blower building to house biofilter equipment. 2. The Headworks Building Site work includes installation of yard piping for influent, NPW, and septage force main. Additionally, the contractor will construct a new access road, equipment pads, and retaining wall. 3. Demolition of the existing Irrigation Building and floor slab and replacing it will a new wood framed 12’x24’ building. The contractor will install two vertical turbine pumps and interior piping, valves, and appurtenances. One pump will be reused, and pump treated lagoon water to the irrigation pivot. The other pump will convey water to the Headworks NPW wet well. The contractor will connect the irrigation piping to the existing irrigation force main and connect the NPW piping to the NPW main that is constructed with Schedule One of this project. 4. Demolition of Lift Station 10 and replacing it with a new Lift Station Building and pumps.
