NO. 30978 PUBLIC NOTICE Notice of availability and public comment period on the Analysis of Brownfields Cleanup Alternatives (ABCA) document for the Samaritan House at 1110 2nd Street West in Kalispell, Montana. The Montana Department of Environmental Quality (DEQ) is seeking public comment on a document analyzing several options for cleanup at the Samaritan House located at 1110 2nd Street West in Kalispell, Montana. The ABCA was prepared to address abatement of hazardous materials at the Samaritan House property. Specific goals of the ABCA include maintaining a safe work environment and cleaning up the property to allow for safe redevelopment or demolition of buildings. Preparation of the ABCA involved collaboration between the Samaritan House, the Montana DEQ Brownfields Program, and the U.S. Environmental Protection Agency (EPA) Brownfields Program. Cleanup alternatives identified in the ABCA include taking no abatement action, abatement of select accessible contaminants to protect human health and facilitate redevelopment activities, and abatement and removal of all identified hazardous building materials, regardless of condition or accessibility. DEQ is accepting public comments on the ABCA through March 3, 2025. The Department’s decision to approve or deny an application for Conditional Open Burning Permit may be reviewed by the Board of Health according to the following procedure: When the Division approves or denies the application for Conditional Open Burning Permit under this section, a person who is affected by the Department’s decision may request a hearing before the Board, within 3 days after the Department renders its final decision. The Department’s decision on the application is not final unless 3 days have elapsed and there is no request for a hearing under this section.
