Ken Kalvig, an attorney who represents Bucky Wolford and the Glacier Mall, stands on the mall's proposed site. In his hands is the paperwork that has been generated by one of the five lawsuits about the proposed mall. "When I talk with people about their projects, I tell them whether I think the odds of a lawsuit are high or low — but I assume that anyone who brings forward a land-use project in Flathead County will be sued," said Kalvig. Since October 2003, Flathead County has been sued at least 18 times, by 15 different groups or individuals, in disputes about land-use decisions, a number that is much higher than anywhere else in the state.
