No. 24574 SECTION 00100 INVITATION TO BID Notice is hereby given that the Board of County Commissioners of Flathead County, Montana, will receive bids for the paving of Chapman Hill Road in Bigfork, Montana. The project generally consists of paving approximately 2,370 lineal feet of road with 3-inch thick asphalt, gravel base and subbase, and improving existing drainage swales along the road. The contract documents, consisting of drawings and the project manual, may be examined or obtained at the office of Jackola Engineering and Architecture, PC, 2250 Hwy 93 South, Kalispell MT 59901. A non-refundable deposit of $100.00 per set is required. An additional non-refundable payment of $50.00 is required for documents sent by express mail. Each bidder should submit bids for and produce a schedule showing when the work can be started and completed. Warranties and schedules will be considered when determining the bid that is in the best interest of Flathead County and will be included in the contract for paving Chapman Hill Road. Each bidder must deposit with his/her bid, a bid security in the amount of ten percent (10%) of the bid. Bid security shall be payable to the Flathead County and shall be in the form of lawful money of the United States: a cashier's check, certified check, bank money order, or bank draft issued by a banking corporation incorporated under the laws of the State of Montana, or bid bond executed by a surety corporation authorized to do business in Montana. No bidder may withdrawal bid after the actual date of the opening thereof. The selected bidder will, within 15 days, enter into a formal contract for the completion of the project. A Performance Bond and Labor and Materials Payment Bond each in the amount of One Hundred percent (100%) of the contract sum will be required of the successful bidder to secure the contractor's covenant to faithfully perform all of the conditions of the contract in accordance with the law and that contract. The successful bidder will also be required to provide current proof of Worker's Compensation insurance and/or an independent contractor certification from the State, and General Liability and Automobile insurance policies with Flathead County as an additional insured listed in the documents. The successful bidder must contract to pay prevailing wage rates, set by the Montana Department of Labor, and will be subject to withholding of 1% of all payments for transmittal to the Department of Revenue to pay the public contract tax. The Contractor and all subcontractors will be required to have a certificate of registration from the Montana Department of Labor and Industry in the proper classification prior to bidding this project. The successful bidder must contract to give preference to the employment of bona fide residents of Montana in the performance of the work pursuant to MCA Section 18-1-102. A resident bidder will be allowed a preference against the bid of any nonresident bidder from any state or country that enforces a preference for resident bidders equal to the preference given in the other state or country. Elizabeth Liz Ann (Ugrin) Ciba, 91

Elizabeth Liz Ann (Ugrin) Ciba, 91, formerly of Black Eagle, died on Saturday, Nov. 7, 2009, at a Kalispell nursing home of natural causes. Liz was a homemaker and waitress. Vigil services are planned for 5 p.m. Friday at Blessed Sacrament Catholic Church in Black Eagle. The Funeral Mass will be at 1:30 p.m. on Saturday, also at Blessed Sacrament Church; a burial service will follow at the Mount Olivet Cemetery in Great Falls. A luncheon will follow at the Blessed Sacrament Church Fellowship Hall immediately after the burial service. The O Connor Funeral Home in Great Falls is handling arrangements. Liz was born on April 5, 1918, on a farm in Winifred, where her immigrant Yugoslavian parents, George and Katarina Ugrin, had a homestead. Her family moved back to Black Eagle when she was 2 years old. She attended Catholic schools and graduated from St. Mary s High School in Great Falls in 1936. She was the high school class secretary and was known by friends and family her entire life as an ambitious person, committed to her faith, and always ready for fun and pranks. Liz married Julian Zip Ciba on Oct. 2, 1940, in Blessed Sacrament Church in Black Eagle. After high school, Liz worked for Woolworth s and later worked for many years as a waitress in Black Eagle at the 3D Supper Club, and then for Borries. Liz catered for weddings, making everything from wedding and attendant gowns to decorations and mints. Liz and Zip bowled on city teams for years. She also helped organize the Black Eagle bicentennial celebration. In her earlier years, Liz played softball, playing on the state championship team in 1937 that went on to the national tournament in Chicago. Liz was a longtime member of the Blessed Sacrament Altar Society. She was a member of the Black Eagle Sewing Club for over 60 years, meeting to sew and mend, and in later years to have lunch and play cards with her friends. Liz enjoyed sewing, any and all crafts, gardening and canning food for her family. Survivors include daughters, Jan and Tom Mohler of Bigfork, and Patricia and Larry Ingvalson of Kalispell; sons, Gary and Helen Ciba of Phoenix, and Rob Ciba of Olivet, Mich.; 11 grandchildren and four great-grandsons. She is also survived by a sister, Kay Albright, of Great Falls; and a sister-in-law, Genevieve Gervais of Seattle; as well as numerous nieces and nephews. She was preceded in death by her husband Julian Zip Ciba in 1988. Memorials in Liz s honor may be made to the Blessed Sacrament Altar Society at Black Eagle Blessed Sacrament Church, Black Eagle, MT 59414; or to Immanuel Lutheran Home Recreation Fund at Immanuel Lutheran Home, 185 Crestline Avenue, Kalispell, MT 59901. As Liz takes her final journey home, she would bid farewell to everyone by saying one last time, Boy, Boy !

JoAnn Hill, 73

JoAnn Hill died peacefully at The Springs in Whitefish on Aug. 16, 2010, at the age of 73. She was born Nov. 12, 1936, in Anaconda to Frank and Anna (Gillespie) Wolfe. She grew up in Anaconda and Somers. During high school she was a proud member of FFA and 4-H. She graduated from Flathead County High School in 1954. JoAnn worked as nurse s aid at the old Kalispell hospital, where she met her future mother-in-law who introduced JoAnn to her future husband. She married Russell Rusty E. Hill Jr., on Sept. 24, 1955. They resided in Somers and Kalispell before finally settling in Whitefish where they raised eight children. When her youngest child started school, JoAnn attended beauty school in Kalispell. She worked in a salon for a few years before purchasing what became the Golden Mirror Beauty Salon. JoAnn operated the salon for over 25 years before retiring. Along the way, JoAnn s customers became her lifelong friends. She was also an active member of many community organizations. JoAnn enjoyed painting, art, music, attending church, camping and visiting family and friends around her dining room table, and family get-togethers. The Hill house was a welcoming home to everyone and JoAnn was there with a smile. JoAnn was naturally imbued with a giver s heart and was never one to complain. JoAnn was preceded in death by her husband, Rusty; her parents; sisters, Jean and Marilou; her brother, Bill; and sister-in-law, Francis Wolfe. JoAnn is survived by her children, CPT Gary L. Hill, USA (ret.), wife, Lisa, and children, Jason, Michael, Sara and Maria of Olney; Tina and Scott Murray, and children, Brad and Brett, of Whitefish; MSG Arnold D. Hill, USA, wife, Sheila, and daughters, Desi, Felicia, JoAnn and Trisha of Fort Lewis, Wash.; Letty and Marc Swanson, and children, Tara and Jerry of Seward, Alaska; Joe Hill, wife, Kelly, and sons, Zack, Griffin and Eli, of Whitefish; Gene and Teri Hill, and sons, Rusty, Jesse and Cody, of Whitefish; Bill and Brandy Hill, and children, Levi, Kaci and Deklan of Whitefish; and Aaron Hill, and children, Kathryn and Aaris of Whitefish; her brother, Bob Wolfe; and sisters, Carolyn Kent, Rosalyn Milam and Barb Lengstorf. JoAnn is also survived by seven great-grandchildren. The Hill family would like to thank the caring staff at The Springs in Whitefish and the caregivers from Frontier Hospice for their compassion and support of JoAnn and the Hill family. Mermorial Mass will be held at 11 a.m. on Monday, Aug. 23, at St. Charles Borromeo in Whitefish. Private internment will be held at Glacier Memorial Gardens.
