No. 25553 LEGAL NOTICE Montana Fish, Wildlife & Parks (FWP) has completed an environmental assessment (EA) for the purpose of renovating 49 acres of the Foys Bend Fisheries Conservation Area's (FCA) existing hay fields back to productive alfalfa hay. To achieve renovation at no cost to the department, FWP will lease hay fields to a local grower who, over a 4-year period, will transition fields back into productive alfalfa hay fields. The Foys Bend FCA is located east of Kalispell on the Flathead River, about four miles downstream from the Old Steel Bridge in Flathead County (T28N, R21W, portions of Sections 26, 34 & 35). The draft EA was out for a 3-week public review through July 13, 2018. FWP received 6 letters or emails in support of the proposed project and no comments in opposition. In reviewing all the public comments and other relevant information, and evaluating environmental effects, FWP approves the renovation and four-year lease of alfalfa fields at the Foys Bend FCA. FWP is requesting proposals from qualified applicants for the agricultural lease on the 49 acres at the Foys Bend FCA. The lease term will run from September 3, 2018, through September 15, 2022. The lessee will keep some or all the resulting agricultural crops for his/her own possession and use through the duration of the lease. Required qualifications, evaluation criteria, and description of services can be obtained by contacting Franz Ingelfinger, Restoration Ecologist, FWP, 490 N Meridian Road, Kalispell, MT 59901, (406) 751-4580, fingelfinger@mt.gov. Copies of the decision notice are available at the FWP office, 490 N. Meridian Rd., Kalispell; Montana State Library, 1515 E 6th Ave., Helena; FWP State Headquarters, 1420 E 6th Ave., Helena; the FWP website at http://fwp.mt.gov/news/publicNotices/decisionNotices/; and available for viewing at local libraries.
