Letters to the editor May 30
As graduation nears, it is always interesting to read the profiles of a few select seniors. However, I would like to suggest that the Inter Lake staff broaden the scope to feature students who have struggled to get through school. Having worked in schools for several years, I am very aware of the high number of kids who struggle to merely attend. Many do not even know where they will spend the night, yet manage to get themselves to school every day. Many have had to assume the parental role in their families, often because of parental neglect. Others have lost parents or siblings due to causes ranging from accidents to suicide. They still find the strength and commitment to attend and complete school.

It’s pretty amazing when you stop and look at all the things the Flathead Valley is known for. Whether it is destinations like the “Crown of the Continent” that Glacier National Park has become known as, to Flathead Lake, Flathead River, the Jewel Basin and so many more places. Or perhaps it is products like Flathead cherries and huckleberries, microbreweries and distilleries or even the firearms industry that has been making waves, from parts and pieces to complete rifles manufactured here. Even more, perhaps it’s the activities like skiing on Big Mountain, snowmobiling on the Flathead National Forest or fishing on Flathead Lake or the dozens of other lakes in the region.

No. 26241 FLATHEAD COUNTY SOLID WASTE DISTRICT REQUEST FOR PROPOSALS/ QUALIFICATIONS Soft Ware-Hardware for the Landfill Scale System Operation At the Flathead County Landfill Due Date and Time: 3:00 p.m. local time, June 12, 2019 The District and the Solid Waste Engineer will conduct a pre-proposal/qualifications conference call on June 4, 2019 at 10:00 a.m. local time, to review the project and answer questions. This is a non-mandatory conference. Participation or non-participation will not be counted towards the scoring. USA Toll-Free: 1(877) 873-8018 Access Code: 3843133 - Participants Conference Date and Time: 10:00 a.m. local time, June 4, 2019 The Flathead County Solid Waste District (District) is seeking to replace their existing Scale hardware and software products with a comprehensive solution. The purpose of this Request for Proposals/Qualifications (RFP/Q) is to select an integrated landfill transaction software, hardware (not including computers) and equipment necessary to automate and print receipts/transaction tickets, license plate photo capture, as well as initial hardware and software installation and training and on-going support that is tailored to the requirements of the solid waste landfill operations industry and most effectively meets the Districts associated business requirements. We anticipate that the proposer is the software supplier, so please note that proposer and supplier are used interchangeably in this RFP/Q. The software will need to accommodate one solid waste landfill site, the Flathead Landfill with 2 scales. System administration, accounting, billing, payment application, manual transaction entry and transaction corrections are performed on-site at the scale house or administration office. The two locations are networked and a seamless data integration between the two locations is desired along with assignable security levels by user or user groups. The District is open to a combination of software to accommodate all of the site's needs. Based on the proposals received, the District will rank the suppliers systems and enter into a contract negotiation with the supplier once components of the hardware and software are agreed upon. If the first supplier is unable to agree upon system and price, the District will choose to pursue the next qualified submittal without having to reissue an RFP/Q. Because of the magnitude of this work, the District is soliciting proposals/qualifications from qualified suppliers to provide the necessary services to assist the District in meeting its scale operations need for a comprehensive hardware and software system. This RFP/Q includes the following: (1) Part I - Background and Scope of Work; and (2) Part II -Instructions for Submitting Proposals and How Proposals will Be Evaluated. Attachment A is the typical traffic information for a high-traffic one-week period. Attachment B includes typical material tracking tables, and Attachment C includes preliminary scale construction plans. This is a competitively evaluated and negotiated procurement. The District intends to award a contract to the supplier that it determines to be the most advantageous and in its best interest. The District, however, does not have to award a contract. The District may also cancel all or part of this RFP/Q, if the District determines that it is in its best interest to do so. The District may negotiate with one or more supplier if they are determined to be qualified to be considered for contract award. Preliminary cost is to be submitted with the proposal, final cost will be negotiated upon selection of a supplier. The District in any event will not pay for any costs incurred by the supplier in preparing a proposal in response to this RFP/Q whether or not the supplier is awarded a contract. Interested suppliers are invited to submit proposals of not more than 30 pages in length dealing with the criteria listed in Part II. The proposals will be evaluated according to the factors listed in Part II, Section 20. One (1) original and five (5) copies of your Proposal must be submitted to FCSWD, 4098 Hwy 93N, Kalispell, MT 59901 no later than 3:00 p.m., local time June 12, 2019. Late proposals will be returned unopened. Dated this 21st day of May, 2019. For more than a year between 2016 and 2017, thousands of people crowded into three protests camps in North Dakota. Ostensibly, they were there to halt construction of the Dakota Access Pipeline. Free lunch, not free enterprise
I suppose I shouldn’t be any more surprised than most taxpaying Americans to discover that I paid more in income taxes in 2018 than the behemoth retailer Amazon.com; but then I didn’t have a net profit of $11.2 billion, either. Nor did I get anything close to Amazon’s $128 million tax refund for 2018. This is the second consecutive year that Amazon has not paid federal income taxes. In 2017 it paid no taxes on an income of $5.6 billion. All this from the April 11, 2019 “Fortune” magazine which reported on research done by the Institute on Taxation and Economic Policy.

When asked why we decided to invade the Philippines, 5,000 miles away, President McKinley was dumbfounded. True story of 18th century martyred nuns
“Dialogues des Carmelites” (“Dialogues of the Carmelites”) is based on the true story of 16 Carmelite nuns and lay sisters who martyred themselves during the French Revolution instead of renouncing their vows. The opera is set between 1789 and 1794 in both Paris and the town of Compiegne in northeast France, the site of the nun’s convent. Like many operas, “Dialogues des Carmelites” features friendship, purity, sacrifice, love, rejection, aspiration and spirituality, but this opera ties together these elements in a unique way. In fact, Opera News rates the finale as the most stunning moment of spirituality in all of opera. The nuns sing the fervent prayer “Salve Regina,” and one by one they are taken offstage and killed, the whack of the guillotine punctuating the music. The nuns’ voices are reduced in number one by one until there is only one sister left, and then none.
